Marc-André LOKO est le Directeur Général de l’Agence des Systèmes d’Information et du
Numérique (ASIN) où il pilote le déploiement optimal des projets phares du Programme
d’Action du Gouvernement béninois.
Avec une vingtaine d’années d’expériences, d’expertise technique et de gestion dans le
domaine des Technologies de l’Information et de la Communication, Marc-André LOKO est
Ingénieur en Microélectronique et en Radiocommunications et diplômé de l’Ecole Nationale
Supérieure d’Electronique, Informatique et de Radiocommunication (ENSEIRB-Matmeca) de
Bordeaux (en France). Il détient également un Master en Administration des Affaires (MBA)
de l’Institut d’Administration des Entreprises (Majeure Corporate Finance) de Paris 1
Sorbonne.
Il a intégré en 2003 l’équipe R&D de la filiale semi-conducteur Freescale de Motorola, avant
de rejoindre l’opérateur Bouygues Telecom en 2008 où il a été en charge du plan stratégique
et d’affaires du réseau d’accès pour le lancement et le développement des services 4G entre,
2011 et 2014. Il a ensuite travaillé pendant trois années chez l’opérateur français SFR où il a
conduit le plan d’investissements des réseaux mobiles puis les achats stratégiques réseaux,
après le rachat de SFR par le groupe Altice.
De retour au Bénin, Marc-André LOKO a opérationnalisé la Société Béninoise d’Infrastructures
Numériques (SBIN S.A.) et contribué à la mise en place du contrat de gestion déléguée de la
société par la SONATEL, la filiale sénégalaise du groupe Orange. Il est également le Président
du Conseil d’Administration de la SBIN S.A.

Marc-André LOKO is the Managing Director of the National Agency for Information Systems
and Digital Affairs where he manages the optimal deployment of flagship projects of the
Beninese Government Action Program.
With twenty years of experience, technical and management expertise in the field of
Information and Communication Technologies, Marc-André LOKO is an Engineer in
Microelectronics and Radiocommunications and graduated of ENSEIRB-Matmeca in Bordeaux
(France). He also holds a Masters in Business Administration (MBA) from the Institute of
Business Administration (Corporate Finance Major) of Paris 1 Sorbonne.
In 2003, he joined the R&D team of the semiconductor subsidiary Freescale of Motorola,
before joining the operator Bouygues Telecom in 2008 where he was in charge of the strategic
and business plan of the access network for the launch and the development of 4G services
between 2011 and 2014. He then worked for three years at the French operator SFR where
he led the mobile network investment plan then strategic network purchases, after the
acquisition of SFR by Altice group.
Back in Benin, Marc-André LOKO operationalized the Beninese Digital Infrastructures
Company (SBIN S.A.) and contributed to the establishment of the delegated management
contract for the company by SONATEL, the Senegalese subsidiary of the Orange group. He is
also the Chairman of the Board of SBIN S.A
